EXECUTIVE SUMMARY As digital technologies saturate every aspect of our lives, they create great opportunities, but they also pose new problems and challenges that need to be under- stood and navigated. In our quantified society, data is being collected and utilised at unprecedented rates by governments and corporations and amongst individuals, and this has the potential to impact autonomy, political agency and power. Technologies always reflect the societies and contexts they are utilised within. For this reason, these changes constitute not a technological problem, but a socio-po- litical challenge. The current debates and strategies around ‘privacy’ and ‘security’ may address some fac- ets of the issue, but we need to understand it from the broader perspective of human rights and civil liberties. Much like the environmental movement of the ‘80s and ‘90s, today’s digital environment presents an agen- da-setting moment that calls for a practical strategy that complements the important research and policy work that is already underway yet may take some time to be effective. Moreover, changes in technology and uses of data require actions at the level of civil society and engaged citizens, in order to create a broader shift in public opinion, changes in consumer behaviour and an informed response from civil society. Building on 15 years of experience, we are implementing a ground-up strategy. Tactical Tech’s strategy educates and enables politically motivated citizens and activists worldwide to initiate actionable changes in their day-to- day work. These are practical solutions that can be eas- ily shared and embedded within communities to create widespread networks of change on a global scale. The investigative process itself can be time consuming, demanding, tiresome and even dangerous; but it can also turn a curious individual or an incidental witness into a skilled documentarian, researcher or activist. We see investigation as a journey in the literal sense, but also in the broader sense of what it can achieve and the impact it can have on the investigator. Our small team at Exposing the Invisible has been actively experimenting with ways to promote investigation as one of the most important forms of engagement – not only political engagement, but engagement understood much more broadly, in the sense that every action is an important step toward the goal of wider public participation. Our reason for doing this is simple. We want to help people develop the ability to question information that is false, find information when it is scarce and filter information when it becomes overwhelming. We see this set of skills as a way to counter the suppression of opinions, bypass censorship, combat excessive secrecy and increase transparency so that people can rely on facts rather than opinions and assumptions. We all need the ability to assess the weight and seriousness of the narratives that are shaping our decisions and our sense of justice, and we should all be capable of differentiating between information that is misleading and information that we can rely on. From the outset, we have been interested in finding ways for people to expand their own unique skill sets, including the techniques they have developed by mastering their devices or by inhabiting particular digital and physical spaces. We did not want to limit ourselves to digital environments and data driven practices. We wanted to shed new light on effective ways to document issues, find information and verify facts.
